We describe a town where Japanese and foreigners live together as “Kyoto in 2025” with the methodology, “Foresight”.
At a time when the labor force is shrinking because of the falling birth rate and the aging population, the Japanese government is examining the policies of “foreign student admission” and “acceptance of foreign workers” as well as “women's
participation in society.” Especially, as for “foreign student admission”, the government aims at achieving 300,000 in 2020. In fact, the number of foreign students in Kyoto is increasing yearly. Consequently, we guess it will be required to develop
the town and the society open to global within the next few decades.
In the workshop, we will make of Kyoto’s future as the place where foreigners do not visit but (especially, foreign students) live with Japanese. Also, we will find how our life can develop with maintenance of Japanese characteristics in the
global society.
